Dear neighbors,
It is an honor to announce that I, Carol Kazeem, your incumbent candidate, am running for re-election as State Representative of the 159th District. I’m a mother, activist, and a lifelong resident of the great City of Chester. I attended the Chester-Upland School District up until my high school years, where I graduated from Ridley High School. Over the past year, I have had the privilege of serving as your State Representative, and I am proud to report on the progress we have achieved together.
In my first year in office, I have fought tirelessly for progressive legislation that addresses the pressing issues facing our community. I am thrilled to share that I have helped secure over $500 million across our district including funding for our local school districts, non-profit organizations, first responders, and municipal service buildings.
My commitment to our community remains steadfast, rooted in the progressive values that have guided me throughout my career. I worked in healthcare for over 10 years as a caregiver, medical coder, behavioral & mental health specialist, and trauma-informed outreach worker & violence interrupter. My job history is not a resume. It is a depiction of the real-life experiences that have shaped and molded me into a true public servant and prepared me for the office I now hold.
I am running for re-election because I believe in the power of accountable leadership to effect positive change. Together, we have made great strides, but there is still much work to be done. As your State Representative, I will continue to advocate for our veterans, our children, and our seniors, as well as fight for the issues that matter to the 159th. This district needs someone in office who will demand education equity and affordable housing, and continue our battle against gun violence and mass incarceration. As your State Representative, I will make sure that the 159th district receives the support it deserves.
I am excited to meet with you to discuss the issues you care about. In this campaign, I promise to continue to earn the opportunity to represent you and our community in Harrisburg.

Championing Ambitious Legislation
As your State Representative, I have remained steadfast in my commitment to serving our community and advocating for ambitious legislation that addresses our needs. Check out some of our big wins for the 159th District in 2023 below.

This year, my office assisted numerous neighbors in applying for the state’s Property Tax/Rent Rebate Program. Thanks to legislation I voted for last year, the program has been expanded to assist more people in affording basic necessities and staying in their homes. Program modifications are:
Homeowners can now earn up to $45,000, up from the previous $35,000 limit, and still qualify
Renters now have a maximum income eligibility limit of $45,000, up from $15,000 previously
The income limit will automatically increase annually to keep up with inflation
Increased maximum rebate from $650 to $1,000

I supported the legislative package that comprised this year’s state budget. In particular, the 159th District’s school districts received an additional $15.7 million in funding over the previous year, representing an unprecedented level of educational support from the budget.
While I supported the budget because it represents a step forward, much more needs to be done to serve people in Pennsylvania who need our support. I am excited to continue working with my colleagues in Harrisburg to make Pennsylvania a better place for all of us!

HB 1991: Would amend the PA Constitution to clarify that a mental illness is included as a condition for qualifying disabled veterans to receive a 100 % property tax exemption

HB 1300 signed into law: Updates to Fiscal Code to increase the tax credit for those who receive the Child and Dependent Care Tax Credit.

HB 900 signed into law: Improves the treatment of pregnant and postpartum individuals in correctional facilities by implementing various measures including restrictions on the use of restraints, prohibition of restrictive housing for pregnant or postpartum individuals, enhanced tracking systems, and provisions for better healthcare and hygiene products
